I enclose a copy of a letter dated the 24th March from Mr. W. Buchanan, 313, Island Road, Victoria, B.C., Canada, concerning his claim for war damage losses in Hong Kong, requistioned property and pay for services rendered.

Our records show that Mr. Buchanan, who is understood to be a United Kingdom British subject, was formerly employed by Mesors. Butterfield & Swire in Hong Kong. In 1943 he was released from interment in Stanley Camp and repatriated in the S.S."Gripsholm" to Canada where his wife and fɛmily were resident es refugoes fran Hong Kong.

Since it appears that Mr. Buchanan has taken up pemanent residence in the Dominion he is not eligible at present for on ex gratia payment under the United Kingdom Extended Far Eastern Private Chattels Schone (War Datlage) and it is proposed to explain the position to him. Before doing so, however, I should be grateful to know whether you consider Mr. Buchanan is entitled to compensation under Camponsation (Defence) Regulations 1940 for the period from 8th December, 1941 till the full of liong Kong, when his flat was requisitioned, and also whether he is eligible for any payment for his service in Essotial Services.
