A statement is enclosed setting out the circumstances in which payments under this Scheme may be considered and the limit of the amounts which may be payable. As you will see from the statement, I an afraid that payments are restricted to those persons who have returned permanently to the United Kingdom
The question whether anything can be done to assist persons otherwise eligible but who have settled in the Dominions is under consideration.
It is understood that the £15 advance received by you in 1946 was paid by the Admiralty who regret that no further payment can be made to you from Naval funds".
