These are ex gratia payments made by the United Kingdom Government to enable people to re-establish themselves hure and are not payable to persons who settle outside the United Kingdom."
I should add that your application under the Scheme would be considered if you were resident in Northern Ireland, but we should require to be fully satisfied by documentary evidence, including a Statutory Declaration, that it was your intention to reside permanently within the United Kingdom.
