12.
The facilities to be provided and maintained shall include not less than two bathing rafts of approved size and design which shall be located in approved positions.
13.
Restaurants, cafes or bars may be included, but these will be subject to licensing by the appropriate Authority.
14.
All staff employed on the beaches, in the restaurants, cafes or bars and in the changing rooms or otherwise in or about any part of the leased premises shall wear uniforms and carry identification numbers whilst on duty.
15.
The Lease Agreement to be signed by the successful tenderer shall contain the usual Crown Lease clauses and conditions and in particular shall contain conditions binding the lessee

to maintain all buildings, fixtures, etc. in proper repair and condition throughout the Lease and not to carry out alterations or extensions thereto without previous consent,
to keep the leased areas at all times in a clean and tidy condition,
to maintain good order and proper behaviour on the part of all persons using the facilities provided,
not to erect or display advertisements of any description on any part of the leased area except with express consent,
not to assign, mortgage, charge, sublet or otherwise alienate or part with the possession of the leased land or any part thereof or any building or part of any building thereon nor enter into any agreement so to do except with the prior consent in writing of Government,
at all times to observe and conform to the requirements of the Urban Council as to all matters relating to health, cleanliness and good order, and with the Rules and Regulations from time to time in force relating to bathing beaches,
not to use or permit the use of any building or other structure on the leased area or any part of such building or structure as living or residential accommodation except living quarters for a resident: manager and for a fixed number of care-takers as may be approved by Government,
and shall provide for re-entry by the Government and termination of the Agreement in the event of any breach, non observance or non-performance of any of the terms thereof without payment of any compensation whatsoever the deposit of $50,000 (if not then already refunded) being also forfeited and retained.
16.
It is particularly desired to provide communal accommodation as early as possible. Tenderers must therefore state, in a schedule to be attached to the Form of Tender, the earliest date on which this portion of the scheme will be com- pleted. A completion date for the remainder of the scheme must also be given and the successful tenderer will be bound by these dates.
