Your letter 55342/48 dated June, 1948, regarding the clearance of land minefields and the disposal of unexploded missiles in Hong Kong has some relevance since, although the arrangement was not in force in 1946, it is clear that if a similar incident to that which occurred on 2nd January, 1946, happened at the present time, responsibility for the consequences would rest with the Hong Kong Government.

In all the circumstances the Council would be grateful if Mr. Secretary Creech Jones would represent the case to the Government of Hong Kong accordingly, with a view to securing that all claims arising out of the explosion at Argyle Street are handed over to that Government for disposal in such manner as they may see fit.
