S. The Council are aware of 7 claims totalling approximately $275,000 of which Mr. Der's claim amounts to approximately $50,000.

6. In connection with para. 5 of their letter of 17th February, 1949, the Council also wish to refer again to the contents of your letter on of June 1948 reference 55342/48 in which it is stated that the 55342 responsibility for the clearance of land minefields and the disposal

Government of Hong Kong under the same arrangements as those which have been accepted by the Government of the Federation of Malaya, and to represent to Mr. Secretary Creech Jones that the retrospective application of that decision to the present case merits further consideration on moral grounds.

1, Having regard to the above the Council would be grateful if Mr. Secretary Creech Jones, notwithstanding your letter of the 22nd June 1949, will again consider representing the case to the Government of Hong Kong with a view to handing over all claims arising out of the explosion of 2nd January 1946 to the Hong Kong Government for disposal in such manner as they may deem fit.
