HONG KONG HOUSING SOCIETY INCORPORATION ORDINANCE, 1951.
Explanatory observations in accordance with Article XXVIII of
the Royal Instructions.

1. This Ordinance Was passed with one amendment on the 16th
May, 1951.
2. The reasons for enacting this Ordinance are set out in the
Objects and Reasons to the Bill. A copy of such Bill is attached.
3. The amendment effected at the Committee Stage,referred to Clause 9 of the Bill whereby the words "for the time being" were deleted and replaced by the words "and of any amendment thereto."

4. The Bill was introduced and enacted as a private measure. On the proposal being made so to legislate, I gave consideration to the question whether or not this legislation should include, or separate legislation be proposed as a Government measure, to make provision on the lines of the Companies Clauses Consolidation Act, 1845. (8 & 9 Vict. c.16.)
5. I did not so propose since so to do would have further
delayed and perhaps discouraged public spirit in assisting in the solution of the housing problem in Hong Kong for persons of small income. However, if the example of the Hong Kong Housing Society be followed by the formation under statute of Housing Societies within which philanthropy is not the aim, legislation of general application to
ensure control of the principles of the Act above mentioned will need
to be considered.
