It is very encouraging to read that Hong Kong is acting so quickly. The other day I met Mr. J. M. Richards, Editor of "The Architects' Journal" and
> Architectural Correspondent to "The Times", who has recently returned from a short visit to Hong Kong. He spoke highly of the P.W.D's. architectural work and of W. W. C. Shewan, the Chief Architect.
I have some comments to make on the design and construction of the flats, but think these might best be made in a personal letter to Shewan. like to see the papers again later. comments made in paragraph 10 of 1 of communal kitchens, etc.

I see no objection to the interim proposals for construction and administration of the housing. It looks as if a principal problem for housing in Hong Kong, at least on the island, is the acquisition and development of sites. There is something to be said for keeping these separate financially from house building. For example, it may be desirable, and more economical, to develop a larger area than is needed immediately, and even to lease part of that area for private development such as shops or lower middle-class housing. The difficulty of obtaining suitable sites underlines the need to consider town planning side by side with housing. Too often else- where I have seen sites which are least level and most expensive to develop left for low-cost housing, If the cost of site development is to be the subject of a C.D. and W. grant, it is very necessary to ensure that it is carried out economically. I have every confidence that the present P.W.D. will do this.
