I am directed by Mr. Secretary Griffiths to address you on the subject of a factory which it is proposed should be established in the Colony of Hong Kong for the production of compost, for use as fertilizer, from nightsoil and city garbage. Proposals in connection with this project have not yet been finalised and in considering the matter the Governor of Hong Kong has reached the conclusion that before the scheme is proceeded with it will be necessary for the services of an expert from this country to be obtained for a period of about two months to advise on various technical details. The Governor has suggested your name as that of a possibly suitable expert adviser.

Mr. Griffiths would therefore be grateful if you would indicate whether, provided that suitable arrangements as to terms and with your present employers could be made, you would be prepared to consider the possibility of visiting Hong Kong to undertɛke the task of advising the Government of Hong Kong on the scheme. If you are prepared to consider the matter it would be appreciated if you would get in touch with Dr. G.A.C. Herklots, one of Mr. Griffiths' advisers, by telephone and arrange a mutually convenient time for you to cell at the Colonial Office to discuss the whole question; Dr. Herklots' telephone number is Whitehall 2366 Extension 330.
