The figure of $3,000,000 as the cost of the fertilizer factory given in my despatch 136 of 12th December 1950 is only an approximation and until Brunt has advised on this and gone thoroughly into the question of costs it will not be possible to make a proper estimate for the fertilizer scheme and consequently a comprehensive statement of how the still unspent £500,000 from the original £1,000,000 provisionally
allocated for Hong Kong will be used.
The fertilizer scheme described in my despatch 136 is, you will note, considerably more extensive than the scheme first put forward in my despatch 244 of 23rd October 1947. It will probably be the one large item of 410. D. & W. expenditure apart from housing schemes, and as soon as I have Brunt's report and estimates I will send you a statement on the lines you have requested.
You will, however, observe from paragraph 6 of my despatch 14 of 10th February that it is not proposed to devote the entire balance of our allocation to housing.
