The purpose of Brunt's view was to enable
me to obtain technical advice on nature, construction and cost of a workable compost plant for Hong Kong, with view to providing you with information and estimates in sufficient detail for a Colonial
Development and Welfare application. My despatch No. 136 12th December 1950 refers.
2. I do not (repeat not) desire consultants to be engaged and suggest that Brunt be retained on a rate of pay, not exceeding what he has hitherto received, for a period of one or two months in order to elaborate the scheme only so far as is absolutely necessary for consideration as a C.D. and W. project.
