Dear Mr. Brunt,

I informed you the other day that a telegram had been sent to Hong Kong asking the Governor what arrangements he wanted made about the completion of the scheme for the Fertiliser Factory. The reply has just been received and states "The purpose of Brunt's visit was to enable me to obtain technical advice on nature, construction and cost of a workable compost plant for Hong Kong, with a view to providing you with information and estimates in sufficient detail for a Colonial Development and Welfare application. I do not desire consultants to be engaged and suggest that Brunt be retained en a rate of pay, not exceeding what he has hitherto received, for a period of one or two months in order to elaborate the scheme only so far as is absolutely necessary for consideration as a C.D & W. project".

From Mr. Barnett's letter of the 19th June it appears that you may have already been informed of the details necessary for a scheme to be considered as a C.D. & W. project. Briefly, these details include a full description of the scheme, the time required for its completion, whether materials and labour can be obtained locally or not, the estimated total cost of the scheme and the financial assistance required each U.K. financial year, broken down into capital and recurrent costs, with a statement of individual items relating to sach.

As there is now no question of Consulting Engineera being engaged the Crown Agents are not concerned at this stage and you can make your arrangements to prepare the scheme in whatever way you wish.

I would, however, be glad to know how long you think
