The purpose of this letter is to let you know what has happened and to warn you that Brunt may not agree to elaborate the scheme on the terms at present proposed. It would be a great help if you could let us know exactly what he accomplished in Hong Kong., and exactly what you want out of him.

The impression we and the Crown Agents have gained is that Brunt intends to seize this opportunity to get himself taken into a firm of Consulting Engineers. He, no doubt, hopes that if the scheme goes through he, or the firm he joins, will obtain further employment out of it.
This may well be Hong Kong's intention too but as we have not been kept fully in the picture we do not know on what basis to negotiate terms with him.
