We have pleasure in confirming our discussions with you in cornection with the development of scheme proposals and estimates for the above project. These proposals would be developed from the recommendations contained in your First Report to the Gover- ment of Hong Kong, dated 21st May, 1951, as supplemented by the design memoranda which you are at present preparing for our inform- ation and guidance.

We have expressed our willingness to collaborate with you on this development work, and to undertake the preparation of all necessary drawings, descriptive documents and estimates in sufficient detail to enable approval to be obtained by the appropriate Government Departments and Local Authorities, prior to the project being submitted for consideration by the Colonial Development Corporation in respect of the requisite financial assistance,

We would carry out our work in the fullest collaboration with you, recognising that we are dependent on your advice and direction regarding the operational layout and design of the specialist treatment and handling equipment which will form the basis of the proposed scheme. Your proposals would be developed by us in respect of the requirements of structural accommodation and foundations, and the provision of the associated engineering services such as power supply, water supply and drainage.

Fe understand that you are confident that the preliminary develop- ment of scheme proposals, on the lines set out above, will not require any site visit on our part, since you have obtained all necessary information, for such purposes, during your recent 2-months visit to Hong Kong at the instance of the Government of Hong Kong.

We have pleasure in authorising you to discuss with the Colonial Office, and other relevant Authorities, our proposed collaboration on the basis of the terms which we have mutually agreed.
