Coates that the necessary actions have been taken by the
Secretariat to authorise the Crown Agents to arrange terms for
the work to be done on the design of the composting installation.
I cannot establish full relationships with the consulting
firm until the Crown Agents have given their blessing and, as
I am coming to the end of the work which I can do at this stage
on my own, progress with the scheme will soon stop for lack of
arrangements to put draughtsmen to work on it.'
