2. Para.l of the D.C.S.'s letter to Mr. Brunt at (92) is surely not quite corect. We do not want Mr. Brunt to draw up detailed estimates andplans, but to submit a report giving a description of the scheme and the full estimated cost, i.e. a description of the method he recommends should be employed and the estimated cost of construction including the purchase of plant and equipment.

The Savingram to the S/S. No.774 at (95) is somewhat mis- leading. I do not think that it is intended that payments to Mr. Brunt should be made through whatever firm of Consulting Engineers he next attaches himself to, or that he should be paid Association of Consulting Engineers' fees.
4. It would appear that Mr. Brunt has been treated as a salaried employee of the Hongkong Govt, but he has good grounds for think- ing that he is to be re-employed as a Consulting Engineer at percentage rates.
5. The impression that both the S/S and the C.A.'s have gained is that Mr. Prunt intends to seize this opportunity to get him- self taken into a firm of Consulting Engineers, and I think that there is no doubt that this is so.

After reading Mr. Brunt's letter of the 24th July to D.A.F.F. at (101) I am of the opinion that he will not be pre- pared to elaborate the scheme on the terms stated in para.2 of the telegram to the S/S No.82 at (98).
