I think that Hawtrey has kept you generally informed of our efforts to obtain estimates of the cost of setting up a fertilizer factory in Hong kong to dispose of night soil, which so far have not been very suséessful, Hong Kong have now let us know what they want done next to put the project on a satis- factory footing, and I enclose copies of Hong Kong Saving Bo. 1208 Confidentiel, of the 31st October, 1951, and of our reply to it.

I think that these savings speak for themselves, so I will merely add that we would be very much obliged if you would re-open negotiations with Mitchell Engineering Ltd., and ses if anything caŭ be saved from the wreckage. If you find that Mitchell's does not seem to be the firm for the job, then we must ask you to find someone else to undertake it, but, for the reasons given in the savingras, we hope that it will be possible to get Mitchell's to play. Could you kindly let us know how you get on with them, so that we may keep the Governor informed of developments?
