This is just a line to thank you for your letter of the 13th January about the proposal for an Economic and Social Survey of the New Territories, which has reached me after a month's absence from the Office. I am now busily engaged in picking up the threads of things that have been happening while I have been away.

We will certainly arrange for a discussion with Barrow and Nicoll when the former arrives, and do our best to obtain whatever guidance we can to help you with the Survey.
