As the only District officer free of magisterial (but not land court) work, there is, I foreseo, at least a chance that he might be able to spare the time to guide a well chosen team in this work.

A minor point: Dr. Banham's suggestion that we publish our pilot desk surveys. This proposal needs to be carefully looked into, because of the dangers of the figures published being made to serve propaganda of one kind or another, which would not be difficult.

Dr. Benham having fairly early in our

conversation plumped for Mr. Zaul, I regrat I failed to mention to him the other possibilities already on the carpet, namely one or two prominent and experienced Chinese now kicking their heels in Longkong, and a suggestion from (7) Miss Eleanor Hinder in Bangkok.

It must not be taken that the foregoing represents anything like the full weight of Dr. Benham' consideration of this subject. The discussion was slight, and I don't think Dr. Benham had seen very much of this question on paper yet.
