The following extract from a personal letter dated 20th July

to me from J. Cater is of interest:

"I have still no staff but Finance Committee is meeting

-

again next week and I hope to obtain a hearing then.

This delay

is rather annoying especially in view of my speedy return to

Hong Kong. I could easily have fitted in the Ceylon trip and the

Sarawak one too. But the delays have given me opportunity to

prepare Rules and bylaws, accounts and lectures. I am now ready

to go ahead with the training of staff and the carrying out of a

survey. With regard to the latter I am happy to say that the

District Commissioner and Senior Agricultural Officer are most

cooperative. We shall make a small (quiet) start on a quota

sample basis, find out the snags as we go along and then extend

investigation further. The O.A.G. is now in favour of dropping

the "large scale" survey proposed some time ago".
