purchase fifteen 5-ton diesel lorries as against the sixteen lorries
purchased for the same amount in 1949. The increase in price is in
keeping with the general increase in prices.
(b) Due to constantly changing conditions since the war it has
been considered impracticable to formulate a Ten-Year Development Plan
for Hong Kong.

The ten per cent commission charged is sufficient to cover the
running costs of the Organization but there is no room for heavy capital
expenditure which might tend to embarrass the Organization's operations,
and during this period of strict economy Government cannot afford to
spend money on a scheme of this kind which will eventually be controlled
by a cooperative society.
(a)
Although the Organization has insufficient funds to allow for
large capital expenditure it is desirable that it should shoulder some
responsibility. It is therefore suggested that financial aid be similar
to that under Scheme D. 1066 in which half the money provided was a grant,
the other half being a loan. (The terms of repayment of this loan are
due for consideration in 1952 and the Organization is making provision
for repayment over the next three years).
(e) As stated above, it is hoped that in the future the Vegetable
Marketing Organization will become a cooperative project. This will no
doubt take several years to accomplish during which time the Organization
will be under direct governmental administrative and financial control.
