superannuation, sick benefit payments, and certain other resources subject to an overriding limit of 20s. a week to the total which can be disregarded if an applicant receives two or more payments, other than part-time earnings, of different sorts.)
In general, therefore, if as we assume the payments made by the Hong Kong War Memorial Fund are in the nature of charitable allowances, the first 10s. 6d. of such a weekly grant would ordinarily be disregarded for national assistance purposes. If as appears to be the position in Mrs. Carr's case, however, a charitable allowance of which 10s. 6d. is disregarded is already being received from another source, the Board would not be able to disregard part of a further charitable payment. This does not mean that any grant from the fund would entail the cessation of her national assistance allowance, but it does mean that she would probably not be better off unless the fund's payment exceeded the 21s. 6d. the Board are paying. It is not possible, however, to be quite sure about the effect of a grant in a particular case without knowing the applicant's full circumstances, and to identify the case we should need to know Mrs. Carr's address.
