the employor, and part of thom shall be paid to the trade union organisation for (separate) labour insurance funds.

Article 7. The administrative side or employer of enter- prises that undertake labour insurance according to the present Regulations shall make a monthly contribution to- wards labour insurance funds amounting to 3 of the total monthly wages paid to workers and employees. Such labour insurance funds shall not be deducted from workers' and employees wages or collected from them in any manner.

Article 8. The collection and custody of labour insurance funds shall be as follows:

(a) When an enterprise underakes labour insurance

in accordance with the present Regulations, the administrative side or the employer shall in the first two months pay his labour insurance contribution to a state bank specified by the A.C.F. L. for the General Labour Insurance Fund. (b) From the month labour insurance is enforced, the

administrative side or the employer shall make full payment of the labour insurance contribu- tion for the month between the first and the tenth day. Such contributions shall be based on the total wages paid out in the previous month. They shall be paid to the credit account of the A.C.F.L. for the General Labour Insurance Fund, and 70% to the crèdit account of the trade union basic committee for the enterprise con- cerned for a (separate) labour insurance fund.

Article 9. If the administrative side or the employer of an enterprise fails to pay his contribution towards labour insurance in full or in part within the period specified above, a fine shall be imposed amounting to 1% of the unpaid sum for every day overdue. If payment is overdue for twenty days, the trade union basic committee shall advise the local state bank to deduct the sum from its government vote if the enterprise concerned is a public or semi-public one, and report to the labour administration of the locul People's Government for action if the cnter- ptise concerned is a private one.

Article 10. The accounting departments of various enter- prises shall set up an independent account for labour insurance and take charge of payments and receipts relating to labour insurance. The accunting system for labour insurance shall be specified by the Ministry of Labour in conjunction with the A.C.F.L.

Article 11. The custody of labour insurance funds shall be entrusted to a state bank by the A.C.F.L.

CHAPTER III: APP:ICATION OF LABOUR INSURANCE.

Article 12 Medical allowance, pensions and other al- Towances for injurios and disablement arising out of work shall be as follows.

(a) Workers or employees who are injured as a

result of work shall be treated at hospitals or clinics, opcrated or appointed by the
