(f) In the event of any person interested being

dissatisfied with the decision or order of the Commissioner he may, within fourteen days, after such decision or order, file a memorandum of appeal to the High Court: for the purposes or any such appeal the decision or order of the ommissioner shall be deemed to be the decision of a Magistrates' Court.

(g) Nothing in this section shall limit or

affect the jurisdiction of any Court.

(h) In proceedings under this section where it appears to the Commissioner that there are more workers than one having a common cause or similar causes of complaint against the same employer, it shall not be necessary for each of them to make a separate complaint under this section but the Commissioner may, if he thinks fit, permit one or more of them to lodge a memorandum or make a complaint and to attend and act on behalf of and generally to represent the others and the Commissioner may proceed to adjudicate on the several joint claims of each and all such workers provided that where the Commissioner is of the opinion that the interests of the employer are likely to be prejudiced by the non-attendance of any worker he shall require the attendance of such worker.

Register of workers.

Returns to be made by employers.

GENEKAL.

34. very employer shall maintain a register of workers and

the Commissioner may prescribe the form in which such register is to be kept.

35. (1) Every employer shall, within the first fourteen days

of January, April, July and October in each year forward to the Commissioner a return in such form or forms as may be approved by the Commissioner giving the particulars prescribed thereby.

(2) Every such form shall be published in the Gazette.

Copies of such forms shall be supplied to employers free of charge on application to the Commissioner.

Entry and 36. The Commissioner or any officer duly authorised by him inspection.

in writing in that behalf may enter at all reasonable times into any factory or place of employment whatsoever and any place which he may reasonably suspect to be a place of employment and may put questions concerning any worker to the employer or to any person who may be in charge at the time or to the workers themselves and the employer or such person or any worker shall be legally bound to answer such questions to the best of their ability.
