(3) An immigrant worker shall be deemed to work continuously in any calendar month if he shall complete twenty days' work during such month.
Notwithstanding anything to the contrary in any other written law the wages of workers covering a period up to one month shall have overriding priority even over the claims of the Government and those of secured creditors where a writ of seizure and sale has been issued in execution of a judgment.

PART VI.
DISPUTES.
(1) Whenever the Commissioner has reasonable grounds for suspecting that any offence under this Ordinance has been committed or whenever the Commissioner wishes to enquire into any matter concerning a dispute as to wages, wrongful determination of agreement or contract or any other matter relating to an employer and his worker, dealt with under the provisions of this Ordinance, the Commissioner may summon any person who he has reason to believe can give informa- tion respecting the subject matter of the enquiry and the person so summoned shall be legally bound to attend at the time and place specified in the summons and to answer truly all questions which the Commissioner may put to him.
(2) Any person who in any way wilfully obstructs the service of or obedience to such summons and any person summoned who neglects to attend as required in such summons and any person who commits any offence under this section shall be dealt with according to law.
(1) In the event of there arising between an employer and a worker employed by him any dispute relating to conditions of employment or wages the Commissioner may enquire into such dispute and make without any limitation in respect of amount or value any order which he may deem just for the purpose of giving effect to such decision.
(2) Whenever the Commissioner shall have made an order under subsection (1) against any employer for the payment of wages to any worker and after inquiry finds that there exists between such employer and some other persons a contract in the course of the execution of which the worker performed the work in respect of which the order has been made, the Commissioner may summon such other person and may, subject to any order made by a court of competent jurisdiction, make an order prohibiting him from paying to the employer and requiring him to pay to the Commissioner any money (not exceeding the amount found to the worker) admitted by him to be owing to the employer in respect of such contract.
(3) Any person summoned shall attend at the time and place mentioned in the summons nu answer truly all questions relating to the contract which the Commissioner may put to him.
