The existing staff, in my opinion, is inadequate effectively to cope with current responsibilities and I have accordingly set out in Appendix 13 a suggested organisation which provides for the appointment of an Assistant Commissioner of Labour and the maintenance of five Labour Officer and two Assistant Labour Officer posts, together with de Labour Inspectors.

This proposal, if accepted, would provide a staff capable of giving proper and adequate attention to current commitments plus workmen's compensation. If additional staff is not provided to the extent suggested reasonable progress in the implementation of the accepted labour policy of the Colony will be retarded.

I have also suggested (appendix 14 (3)) that a progressive increase in the staff of the Department of Labour to allow for agreed developments be arranged so that future progress can be planned.
