Representational Problems.
This Colony also has provision in its Trade Union and Trade Disputes Ordinance for the Registrar to refuse regis trati om “if he is satisfied that any previously registered trade union adequately represents, for that particular trade, the objects of the proposed trade union.
So far as I am aware this power has not yet been exercised. I agree that it is a very difficult power for the Registrar to exercise, but, since I do not consider that it is desirable to introduce a system of probationary registration for new unions in this Colony, I feel that the discretionary power of the Registrar should remain.
Para. 19. Right of Ampeal.
In this Colony the right of appeal lies to the Governor in Council and I consider that this should be retained.
Para. 20.
Position of the Registrar.
I am in full agreement that the post of Registrar should not be held by a member of the Labour Department, though it will be highly desirable that the Registrar should work in close cooperation with the Commissioner of Labour. It should be entirely separate from, and independent of, the Labour Department and I would favour the appointment of a Legal Officer were it not for the fact that it will be of considerable advantage if the Registrar has some knowledge of the written
