1. In his despatch No. 244 of the 23rd October,
1947 the Governor of Hong Kong submitted a report
with recommendations for the expenditure of £500,000
out of Hong Kong's allocation of £1,000,000 under
the Colonial Development and Welfare Act. The
recommendations in this report deal mainly with develop
ment in the New Territories and with the 'agricultural
and fishing industries on which the majority of the
inhabitants of these Territories depend. Some of
these recommendations have already been approved.
