Dear Sir,

On the occasion of your trip to Hong Kong, we feel very gratified that you are able to study the situation on the spot. Your visit is opportune in view of the unusual conditions in the Far East in general and the special position of Hong Kong in particular. As a British Colony, Hong Kong repre- sents the unbending and independent spirit of Great Britain in the midst of Communist aggressive trends and influence. Not only has Hong Kong preserved its unshaken position but has given many countries in the Far East great encouragement for the cause of freedom in similar manner as Formosa, the home of Free China.

It seems unfortunate to us that the Labour Government has prematurely recognised the Peiping regime. No criticism should be raised against recog- nition if it would be in any way in the interest of Great Britain, but facts and subsequent developments have proved that the contrary has been the result. The Communist regime in Peiping has leaned wholeheartedly on the side of Soviet aggression and unjustly branded Britain as an imperialistic country and her Government as a slave of the United States. Therefore British nation- als in Communist China under the "anti-imperialist" activities of the Com- munists are unable to preserve their rights and privileges as before. Even your diplomatic representatives in Peiping have suffered slights and indif- ferences. This shows that British recognition of Peiping falls wide of the mark.

We are a group of Chinese believing in democratic rights and freedom and do not tolerate Communist totalitarianism in China. We feel Britain's pioneer spirit in democratic government has deep rooted recognition. When the Iron Curtain has fallen over continental China, we Chinese in Hong Kong ir- respective of long term residents or sojourners have great value and respect for the freedom we enjoy here in sharp contrast to the denial of freedom and livelihood in Red China. Therefore we cannot be unmindful of the hardships, miseries and sufferings of our brethrens on the mainland. All Chinese at home are today passing through inhuman suffering in the same manner as under Soviet en slavement. Not only their property by own efforts or through inheritance are seized in two years of Communist administration but their lives are in constant danger. They are liable at any time to be executed without cause or sent to Korea as cannon fodder. About 20,000,000 Chinese were massacred at home or were killed in Korea. Moreover, Chinese in Hong Kong are the victims of ran som like Chinese in other parts of the world. Of such plundering and bloody regime, we cannot suffer the existence.

Today we in common bonds of democracy with the British people and sharing the destiny of China represent a great majority of the Chinese people in Hong Kong in expressing to you our stand and aspirations as follows:

(I) That we earnestly hope Great Britain will review its China policy with the object of cancelling the recognition of the unspeakable puppet regime in Peiping.
