Apropos of our talk about the allocation to the Hong Kong University of part of the Japanese assets now held in Hong Kong, I enclose a copy of a telegram, which we have now received from the Governor, in which he proposes that the amount to be so allocated should be $16 million instead of $12 million thus providing the whole of the proposed £i million Endowment Fund from this souros. I understand that you also have heard something to this effect from Hong Kong. I should very much like to have a talk with you and Morse about this proposal which we shall of course have to submit to the Secretary of State.

As to that, the position is that the Secretary of State will only be in the Office for a short time at the beginning of next week before he leaves for his visit to Central Africa. If at all possible therefore I should like to have our preliminary talk tomorrow or Friday, if it is convenient to you, and I should be grateful if you would give me a ring with a view to fixing a mutually convenient time.

I am sending a similar letter to Morse.
