and it was interesting to learn that their view was that the provision of the whole £1 m. proposed for the Endowment Fund would serve to stimulate rather than to deter private benefactors, and they entirely agreed with the proposed addition on this point to the public statement which is to be made.

I have no hesitation in recommending that the Secretary of State should approve this proposal.

(The Secretary of State will also be interested to see that Sir A. Grantham has now agreed that, since some local announcement will have to be made about the disposal of the Japanese assets in Hong Kong generally, it would be quite suitable for the announcement as to the University to be included in that local statement, rather than that it should be made as a separate announcement by the Secretary of State).
