The Secretary of State has approved the draft announcement about the Endowment Fund for the Hong Kong University see (29).

Mr. Falmer made certain amendments to the draft telegram to Hong Kong and discussed them briefly with Mr. Sidebotham yesterday. Mr. Sidebotham was not prepared to accept these amendments except that given in paragraph 5 of the previous draft and left a message for me to insert that amendment in its proper position in the draft. I have accordingly included this in paragraph 2 of the revised draft and have left in Mr. Palmer's amendments to paragraph one of the draft dealing with the synchronisation of the announcement with the Commissioner- General, South East Asia.
As Mr. Sidebotham is away today I am sending the file to you.
