telegram of the 22nd November, 1946. These dates are the
latest by which the information is required and, as
you will readily appreciate, leaves available to the
Colonial Office only the minimum of time to arrange issues before the close of the year. It is hoped that every
effort will be made to ensure that the information is
furnished to the Colonial Office well in advance
of those autos.
5. I should also remind you that in no case
should expenditure on schemes be included in those
telegrams in anticipation of my approval. Until a new
scheme or a variation of an existing scheme has been
formally approved no issuc on account can be made by
the Colonial Office.
6. Finally, I would suggest that if any particular
comment is required with regard to any scheme on which
an issue is requested this should be included at the
end of the incue telegram or, if preferred, in a
separate tclogram a reference to which should be given
in the telegram requesting the issue.
