Grants to Hong Kong University.

I have been in communication with the Vice-

Chancellor in regard to the proposed text of the announce- ment, and have the following comments :-

Paragraph 2. "nearly three" is suggested.

Paragraph 4.

The substitution of the words for the word "two" in line 1

Plans for developing the University were actually drawn up in 1946 by the Hong Kong University Advisory Committee, and the University authorities would prefer this paragraph to read somewhat as follows : "Plans for developing the University were drawn up in 1946 by the Hong Kong University Advisory Committee. These plans were modified from time to time in the light of further discussions and finally resulted in a minimum development programme involving a capital expenditure of at least £500,000."

Paragraph 5. It is suggested that the words "which is in respect of capital expenditure only" might be added at the end of this para- graph, as the manner in which the resultant increased recurrent expenditure will be met will be the subject of a further announcement. The substitution of the word "grant" for in the last line might also be an improvement.

The proposed announcement now under consideration will receive better publicity if it is released on the occasion of some University function, and it is suggested that the most suitable opportunity will be the next Con- gregation, which should be held in March. Moreover, it is possible that before this date some decision will have been reached in regard to the type of investment which can be held by the proposed Endowment Fund. For the reasons given in paragraph 2 of my telegram No. 1135 of the 5th October, 1950, such a decision is an essential preliminary before further progress can be made in regard to the establishment of the Fund.
