Early submission of detailed scheme covering all capital development expenditure of £500,000 urgently needed here particularly since it is under- stood from Gordon Brown.

Kingdom and Belgium respectively for all fittings needed and 750 tons steel. estimated to cost £100,000.

that rehabilitation of Great Hall
proceeds rapidly and will be complete by 16th March and work on other buildings has begun.
Unless detailed scheme is forthcoming without
further delay: -

Early consideration by Inter-University Council and Colonial University Grants Advisory Committee will not be possible.
Difficulties will arise in connection with retrospective sanction of expenditure from Colonial Development and Welfare funds incurred without prior approval.
3. If it is still not possible to prepare comprehensive scheme quickly, grateful for submission of interim scheme as soon as possible to cover expenditure during current financial year.
