University. In view of urgent need for funds before 31 st March as set out in vice chancellor's telegram to Adams of 26th February.
I agree to release of funds amounting to £100,000 to cover purchases mentioned in that cable.
2. Of this sum £50,000 will be met from the grant of £250,000 to the Government of Hong Kong for the University and the balance under interim Colonial Development and Welfare Scheme No. D.1557 which has been made. Copy of memorandum C.D.W. (D) 1984 shewing basis of approval follows. Colonial Office will issue later amount direct to University's bank in London but former amount will have to be paid to Hong Kong account with Crown Agents. On assumption that you have no objection Crown Agents will be asked to pay like amount to University in London from Colony account to save time.
