my telegram No. 1900 of 1950 were that "grant of £500,000 will be made half from Colonial and Middle Eastern Services Vote a half under C.D. and W. scheme and equal issues from two sources will be made concurrently
2. I am unable, therefore, to arrange for £74,000 to be paid to University until comprehensive scheme promised in your telegram 1413 of 1950 is received.
