Dear Walter,
At last I am able to send fuller details of the schemes for the expenditure of the £500,000 grants being nine in all.
The form of presentation of the schemes approximates as nearly as possible to that laid down by the Secretary of State for the Colonies for Colonial Governments applying formally for colonial development and welfare assistance. I have also added a summarised statement as an additional page. Two copies are enclosed, and the Vice-Chancellor will be bringing with him ten more in case you should want to distribute them.
The same set of documents has been submitted formally through the local Government, but without the sketch plans. I am sending you sketch plans for Schemes II, III, IV, and V by air freight so that they may be to hand if any member of the Inter-University Council wishes to see them.
I regret that we have not as yet finalized our sketch plans for Schemes VII, VII, and IX, but as soon as the se have been passed by the University Council I will send copies direct to you.
We hope that you will forgive us for sending these so late, but it was felt better to send the whole of the schemes together, rather than
scheme s piecemeal.
