I agree that the University should

be told that only after obtaining prior

permission from the Secretary of State

can it now vary the expenditure as approved

under the separate headings, except that III

and IX could be regarded as one item, and

similarly VII and VIII.

I am not sure

that the wording of the amended appendix B

will be intelligible to the University, as

the word "vigement" (whatever that means)

may not have reached Hong Kong. I assume

it means that they need not seek prior

permission from London, but are they

completely free to spend e.g., the whole

#50,000 under IX to complete the eight

flats under III if the flats prove to

cost £100,000.

Perhaps the point could be elaborated

in the covering savingram.
