covered by the scheme at No. 10 on the file. arrangements agreed with the Governor of Hong Kong were that issues required for the University should be made in equal proportions from these two sources as the expenditure proceeded. It follows therefore, that we are not at the moment in a position to make any further issue in respect of the expenditure up to 31st March, 1951, which is now stated to have amounted to £174,000. If the University is in urgent need of the balance of £74,000, I can only suggest that a further interim scheme should be made

which will enable one half of this amount to be realised from the Vote for Development and Welfare. If this were done, there would be no difficulty in releasing the other half from the Vote for C. & M.E.S. If however, there is a likelihood that the comprehensive scheme will be forthcoming shortly, and that it will then be possible to make the C.D.W. scheme to cover the whole of the assistance promised, then it would hardly seem to be worth while to embark upon this further interim scheme. Unless however this step is taken I am afraid that no further issue will be possible for the time being, and I must leave you to decide whether the urgency of the matter is such as to justify this course.
