Dear Ride,

I enclose three copies of the report which Dr. Mount Jones and I made to the Inter-University Council on our return from our visit to the University of Hong Kong. The Executive Committee of the Inter-University Council has, on behalf of the Council, endorsed and approved the rec qamendɛtions made in this report. It has therefore been forwarded officielly to the Colonial office in support of the recommendation that a sum of £250,000 from the Colonial Development and Welfare higher education allocation should be earmarked for the University of Hong Kong to be drawn on as specific applications are made by the University. This recommendation will be considered at a meeting of the Colonial University Grants Advisory Committee on the 9th June.

The report is not marked confidential but you will appreciate it is not intended in any way for publication. It was written for the information of the Inter-University Council but I am sure that the Council would have no objection to its being circulated to the appropriate authorities in the Univeralty if you wished. I assume that the Colonial Office will send a copy for information to the Governor.
