the following recommendations with regard to

meeting necessary capital expenditure estimated

at £500,000:-

(i) that the whole of the £250,000 promised in the

1948 Financial Settlement should be paid over

to the University immediately

(ii) that a further £250,000 should be made available

for use by the University from the Colonial

Welfare

Development and Higher Education allocation.

The second of these recommendations was considered

by the Colonial University Grants Advisory Committee, who

advised that it should be accepted.

The Secretary of

State therefore informed the Government of Hong Kong

that he had approved the provision of £250,000 from the

C.D. & W. Higher Education allocation for the University

and indicated that he would, subject to the fulfilment of

the conditions necessary for the University to become an

administering authority, be prepared to consider individual

C.D. & W. claims up to this limit.
