In a statement made in April 1948 on the future of the University of Hong Kong it was made clear that, although it was 48 not then possible to implement to the full the recommendations
of the Committee which had been appointed by the Secretary of 48. State to consider the future of the University, the question of developing it to the standards recommended by the Committee would be further considered as soon as possible. The statement indicated the lines on which it was in fact proposed that the University should be rehabilitated and developed.

Shortly after this statement was made a financial settle- ment was concluded between His Majesty's Government and the Hong Kong Government and a statement, also made in April 1948, on this settlement indicated,inter alia,that His Majesty's Government was prepared to make a free grant of £250,000 for the Hong Kong University.
Since this time, whilst the University has been developing along the lines indicated in the statement made in 1948, discussions have been proceeding between His Majesty's Government, the Hong Kong Government and the University authorities on the steps which could be taken with the assistance of the £250,000 offered by His Majesty's Government to develop the University further on the lines recommended by the Committee. A plan for the development of the University has now been prepared by the University authorities and has been approved by the Hong Kong Government and by the Secretary of State. Expenditure of £500,000 on capital works is visualised in the plan and in order to facilitate the rapid commencement of necessary building work His Majesty's Government has agreed to make £150,000 of the grant of £250,000 available immediately; the remainder will be made available in the financial year 1951/52.
In order to meet the further expenditure of £250,000 which is necessary on capital works the Secretary of State for the Colonies hase agreed to make available up to £250,000 from the allocation of monies for higher education provided under the C.D & W. Acts.
The £250,000 free grant from His Majesty's Government and the £250,000 now to be made available from C.D & W. funds will together completely meet the capital needs of the Hong Kong University as visualised in the present plan of development. Further consideration is being given to the question of making provision for meeting recurrent expenditure.X
