University of Hong Kong.
I agree that it will be preferable from every point of view for the University authorities to administer both the C.D. & W. grant and the grant under the 1948 Financial Settlement. The Vice-Chancellor of the University has now furnished evidence that the University authorities can meet the conditions set out in the Colonial Office memorandum of July, 1948, in order to qualify as an adminstering authority for C.D. & W. schemes, and a copy of his letter on this subject is attached.
I therefore trust that, in the light of this information, you will find it possible to designate the University of Hong Kong as an administering authority as far as the C.D. & W. grant is concerned.

It is noted that the further grant under the 1948 Financial Settlement must take the form of a grant in aid to this Government and that issues to the University must be supported by audited accounts, and, if necessary, by a report by the Director General of Colonial Audit. The University accounts are at present examined by a firm of Chartered Accountants and the Vice-Chancellor is prepared to arrange for them to be submitted in a form acceptable to the Director General of Colonial Audit. Advantage was taken of Mr. Worlledge's visit to Hong Kong to discuss the matter with him briefly, and it should be quite practicable for a form of certificate to be submitted by the firm of Chartered Accountants concerned which will meet requirements in respect of both grants.
