On basis of information in your savingram undar reference I agree that University may administer C.D. & W. grants.

Accounting arrangements were detailed in my savingram No. 708 of 15th July. Grant of £500,000 will be made half from C. & M.E.S. vote and half under C.D. & W. scheme and equal issues from two sources will be made concurrently. Issue from C. D. & W. funds can be arranged as expen- diture arises once scheme has been made. Money issued from C. & M.B.S. vote has however to be voted by Parliament, and in order that appropriate sums may be available for equal concurrent issues it is necessary to have forecast of annual expenditure from total £500,000 grant. Grateful therefore if you would telegraph before end of month
estimates of likely expenditure from the £500,000 up to
31st March 1951, 31st March 1952 and 31st March 1953.

In connection with C.D. & W. schemes my savingram No. 708 referred to detailed schemed up to limit of
£250,000. On further considering matter however I consider it would be more convenient if single inclusive scheme for whole £500,000 could be made. You will appreciate from paragraph 2 above that it is essential for schema to be Kaks as soon as possible if any payments are to be made hafore 31st March 1951.
Grateful, therefore, provided you see no objection, for warly submission of single schawa covering all University capital development expenditures of $500,000.
