(30) also raises the question of a public announcement of the C.D. & W. grant. The draft announcement at (27A) appears to meet the Governor's conditions in paras. 1 and 3 of (30) and ?will serve our purpose. I am not clear from previous minutes whether it will have to be referred to the Treasury but presume that it will. I have also drafted to Hong Kong giving them the text of the proposed announcement and asking for their comments
telegram. by the end of the month This should give us time
to agree the draft with the Treasury before publication, which presumably will be simultanemi here in H.K.
We have still got to take up with the Treasury the question of the Endowment Fund but the other points raised are more immediately important and we have also got to consider the Governor's suggestions in para. 2 of (30). I understand that Mr. Adams has heard similar proposals before and can give us valuable background on them. I consider however, that the time has now come when we should send the Treasury a copy of Mr. Adams's report, thus putting them completely in the picture. But this last proposal may be considered too guileless.
