The Hong Kong Department have now prepared a draft note for the C.U.G.A.C. as agreed at our meeting yesterday, and the note is attached immediately beneath. The letter referred to at the beginning of the note is at (24) on 54147/49 attached.

2. I agree with the terms of the note, which seems to me to say just what ought to be said. If you also agree, perhaps you would pass it as quickly as possible to Mr. Adams. I understand that he wants it before the weekend.

Meanwhile, the Hong Kong Department have sent off a telegram warning the Govenor that the application for £250,000 from C.D. & W. money is to be submitted to the Grants Committee on the 9th of this month.
