Higher Education allocation has £400,000 left. Of this Hong Kong is now applying for £250,000. The G.C. is also going to apply for £500,000. This means that £350,000 will have to be withdrawn from the general reserve and it will have to be decided whether it comes from that part set aside for Africa or from that for the non-African territories. When this has been decided the approach to C.U.G.A.C. suggested above can be made.
