Would you please refer to our correspondence about the Hong Kong Expulsion of Undesirables Ordinance? You will remember that following the discussion with the Governor, at which Shattock was present, we asked Hong Kong, in our telegram No. 1019 Confidential, to defer application of the Ordinance and the Officer Administering the Government agreed to do so in his telegram No. 789 Confidential, subject to the observations he was sending by Savingram.

I now enclose a copy of the Officer Administering the Governments Savingram Nɔ. 746 Confidential which contains his observations. He points out that it will take at least until the end of this year to make preparations for implementing the Ordinance, that is unless it becomes necessary to take special measures. He also points out that the attitude of the Chinese authorities is uncertain and it may be necessary to implement the Ordinance at very short notice "if a sudden deterioration of the security situation warrants this course".

In point of fact, the latest Intelligence
