I should, however, not wish the procedure provided
used except in an
emergency, or for the Badwance to be for in this Ordinance to be kept in force, when the con-
ditions of over-population cease to prevail, merely as a
convenient method for securing the deportation of a
person. There is of course provision in Section 14()(a)
for suspending the operation of the Ordinance and. no doubt
you will review the position from time to time.
I should,
in any case, be grateful if you would report in a year's
time what use has been made of the Ordinance and whether
you consider its continued operation is justified.

number of points in the Ordinance on which I should be
grateful to have your comments in due course.
